Welcome to the City of Whitehall 
Muskegon County, Michigan
The City of Whitehall (population 2,706 as of the 2010 Census) is a unique blend of old-fashioned small town and progressive, full-service city. Whitehall is located in northern Muskegon County, five miles from the Lake Michigan coastline on White Lake. Although much of its economy is tourist-related, especially it&apos;s extended marina on the lake; it also contains some small businesses and manufacturing facilities. It is a commuter town to the greater Muskegon area just ten miles to the south. 

Whitehall&apos;s recorded history began around 1859 when Charles Mears, a noted lumber baron to the area, platted the village along with Giles B. Slocum, naming it Mears. The population continued to grow due to its strategic location for floating and distributing lumber.

In 1862, it was renamed Whitehall and incorporated as the Village of Whitehall in 1867. It later was incorporated as a city in 1942.

                        &amp;nbsp;The Howmet Playhouse is operated by the City of Whitehall and has been since the Blue Lake Fine Arts Camp donated it to the City in 2007.&amp;nbsp;This year the Howmet Playhouse is celebrating its 95th year of bringing fine arts entertainment to the WhiteLake area. 	<description>Parks and Recreation 
The City maintains several parks throughout the community. The Parks and Cemetery Supervisor employs a number of seasonal works to ensure all of the parks are maintained. A brief description of the City&apos;s parks follow:
Covell Park is a 3.9 acre community park. The park provides access to White River and it is primarily used for fishing. Picnic tables and grills are on-site. Boat launch to White River to paved parking.
Funnell Field is a 12.6 acre neighborhood park with two softball fields, two tennis courts, two Little League fields, two basketball courts, restrooms, soccer field and playground equipment. The School District&apos;s teams use the fields as well as the White Lake are softball clubs.
Gee Park is a 1.6 acre neighborhood park. The park provides picnic tables, grill and playground equipment.
Goodrich Park/White Lake Municipal Marina is a 8.5 acre regional and community park. The park includes a 50 slip marina for seasonal and transient boat use with toilets and showers for marina users. The park also includes separate restrooms for park users, picnic tables, grills, a picnic shelter, playground equipment, 960 foot bicycle/ pedestrian path, benches and a parking/viewing area. The park is a popular summer time gathering area for boating, fishing, play equipment and passive recreation. Regional activities such as the Maritime Festival and Boat Show occur at the park.
Lions Park is a 3.5 acre community park. The park provides access to White River , an accessible boardwalk, a stairway, floating docks, a picnic shelter and an interpretive station.
Norman Park is a 1.0 acre community park. The park provides residents with picnic tables, grills, swings, an interpretive station and a stairway and deck access to the White River Trail.
Slocum Park is a 2.4 acre community park with two lighted tennis courts, picnic tables and grills. The School District uses the courts for practice, league play and instruction. This is the location of the City Hall and Fire Station.
Svensson Park a 3.7 acre community park with a boat launch for non-motorized boats, sand volleyball, a footbridge, picnic tables, grills and playground equipment. The park provides lake access for fishing.
Veteran&apos;s Memorial is a 0.5 acre community park and monument.
White Lake Pathway is a 3.2 mile long asphalt-paved linear park that extends from White Lake Drive near Cogswell Avenue north to Stanton boulevard in Montague.&amp;nbsp; Views from the pathway are varried, including mature natural woodlands, professionally landscaped flower beds, outdoor sculptures, access to White Lake and local marinas, and the White River flood plain.&amp;nbsp; The south end connects to the&amp;nbsp;6 mile long Berry Junction Trail and the north end connects to the 22 mile long&amp;nbsp;Hart-Montague Trail for over 31 total mile of continuous paved trail.
White River Flood Plain is a 200 acre regional park reserve.
White River Trail is a 0.25 mile accessible linear park with a foot bridge at the trail head. The trail follows the shoreline of the White River Flood Plain to an observation deck.</description>

City Manager Overview 

The City Manager is appointed by the City Council and serves as the highest ranking full time employee of the City overseeing the day to day operations. It is the City Manager&apos;s responsibility to ensure implementation of policies formulated by the Council in the most efficient and cost effective manner. These policies are primarily derived in partnership with the Council by the development of long-range goals and annual budgetary appropriations. The City Manager provides leadership, coordination, and assistance to all city departments. The City Manager is responsible for the appointment and removal all employees, sees that all laws and ordinances are enforced, reports to the Council, and represents the City in many local, regional, and state-wide forums. 

City Manager Profile 

Scott K. Huebler was appointed City Manager in February 2001. Scott previously served as Hart City Manager and has held various municipal positions with Allen Park, Coopersville, Kentwood, and a prior stint in Whitehall as the Administrative Assistant/City Clerk.
He holds a Masters of Public Administration, Bachelors of Public Administration, Bachelors of Legal Administration, and Minor in Business from Grand valley State University and served as a graduate assistant coordinating the development of a master plan for the City of Grand Rapids John Ball Park Neighborhood Association.

The Department of Public Works &amp;quot;DPW&amp;quot;, is responsible for the operation and maintenance of the city&apos;s infrastructure including water treatment and distribution, sewage collection, street maintenance, traffic control, street lights, leaf pickup, building inspection, fleet maintenance, and numerous miscellaneous tasks.

Sanitary Sewer Backups

Residents are advised to contact the DPW at first chance to report any suspected sewer blockage. In the case of an after hour emergency please dial Muskegon Central Police Dispatch at 911 for assistance.
Please note that Public Act 170 of 1964, as amended by Public Act 222 of 2001, requires that you file a written claim within 45 days if you are seeking compensation for personal injury or property damage as a result of an overflow or backup of a sewage disposal system or storm water system. Notice should be mailed to the City of Whitehall, 405 E. Colby Street, Whitehall, MI 49461. Failure to provide notice will preclude any potential claim of damage.
Brush Disposal


NEXT CURBSIDE BRUSH PICKUP WILL BE MAY&amp;nbsp;7, 2012 
&amp;nbsp;Due to budgetary constraints the City of Whitehall&amp;nbsp;Curbside Brush Pickup will take place only once in the Spring.&amp;nbsp; The Spring pickup will take place the first Monday of May.
&amp;nbsp;City crews will be making ONLY one pass through the City for Curbside Brush Pickup. The brush should not be put out by the street more than 48 hours prior to the pickup date and must be out before 7:30 a.m. to ensure that it gets picked up.
&amp;nbsp;Place the butt ends to the street and in neat piles. Brush may not be larger than 3&amp;rdquo; in diameter or longer than 4 feet. Tree removals should be taken to the Transfer Station.&amp;nbsp;
DO NOT
drop your brush off at the Department of Public Works.
&amp;nbsp;Any brush that is currently at the curbside must be removed by the property owners or tenants and can be taken to the White Lake Area Transfer Station at 2100 W. Holton Whitehall Road. Brush piles that are not removed may cause fines to be assessed.

Property Tax Billings 

Property tax bills are levied out twice a year. Summer taxes are mailed July 1 st and are due and payable July 1 through July 31 without penalty. On August 1 a 3% penalty is assessed and an additional 1% interest each month thereafter. Winter taxes are mailed December 1 and are due and payable December 1 through February 14. On February 15 a 3% penalty will be assessed until February 28. On March 1 taxes become delinquent and are turned over to the Muskegon County Treasurer for collection.
Tax bills are in a single sheet format with a detachable payment receipt. The tax receipt portion MUST accompany payment.
Taxes may be paid weekdays from 8:00am to 5:00pm at City Hall or at the 24 hour drop box, located at the rear entrance to City Hall. Property owners who do not receive a tax notice should contact City Hall. Failure to receive a tax notice by mail does not relieve you of this obligation.
Deferment Of Summer Taxes
Senior Citizens, Paraplegics, Quadriplegics, Servicemen, Veterans, Widows and Blind Persons may be eligible for a deferment. This deferment allows eligible taxpayers to postpone payment on their annual property taxes until April without penalty. Forms are available at City Hall.
Poverty Exemptions
Poverty exemptions&amp;nbsp;are available to citizens earning less than the Federal Poverty Income Standards as of December 31 of each year. Applications are accepted at the March Board of Review. Forms and guidelines are available at City Hall for citizen&apos;s interested in this program.
Dog License
&amp;nbsp;City residents can now purchase dog licenses year round at city hall. They MUST be purchased by the last day of the month in which your dog&amp;rsquo;s rabies vaccine expires. Due to the changes, dog owners have until March 31 to purchase licenses that replace ones that expire this January or February. Licenses may be purchased for one or three years according to the following fee schedule:

There will be a $5 late fee for licenses one month past due, $15 for two months past due, and increasing each month thereafter. The County Health Department will send out reminder notices that your license is due for renewal.

Board of Review
The Board of Review meets three times annually. The first meeting is on first Tuesday of March. This is an organizational meeting for the Board Members to review the assessment roll of the city for the next tax year. Beginning on the second Monday through Tuesday of March the Board meets to hear protest from property owners on their new assessments. Appointments must be made with City Hall ahead of time. If taxpayers are unable to attend the March meetings, a written protest is acceptable if received by the second Tuesday of March. The July and December meetings are only to address clerical errors or mutual mistakes of fact and to receive late filings of the Homestead Affidavit.
Homestead Exemptions 

The Homestead Affidavit is a school tax relief that was provided homeowners through the passage of Proposal A in 1994. Taxpayers that owned and occupied a home on May 1, and have not filed an Affidavit with the City may file before the July and December Board of Review meeting.

Meet the Playhouse Manager
Katie Trzaska is the new manager of the Howmet Playhouse. She begins her tenure as the manager on November 15.
Katie is a 2005 graduate of Muskegon Catholic High School. She has a B.A. degree in Political Science from St. Norbert College in Wisconsin. She was lured to the position by the landmark facility. &amp;quot;I really love it. The 94-year-old playhouse is a landmark.&amp;quot;
Katie is very familiar with the Howmet Playhouse, having volunteered in several positions under the former manager, Cindy Beth Davis, who recently left to become the executive director of the Sable Points Lighthouse Keepers Association. Over the last two years Katie has served as stage manager, house manager, and in various other roles involved in the operation of the Playhouse.
Katie has been involved in Muskegon theater since 2000 acting in Muskegon Catholic Central High School and Muskegon Civic Theater productions. She is currently directing a Western Michigan Christian High School Production and teaching acting at the Nuveen Center.
Katie&apos;s initial focus will be on expanding the marketing of the Playhouse into the Muskegon and Grand Rapids areas, on developing collaborations with area colleges, and dealing with maintenance issues of the aging building.

Whitehall Sesquicentennial Time Capsule Dedication Set &amp;nbsp;

The Whitehall Sesquicentennial time capsule will be dedicated on Saturday, Oct. 1 at 2 p.m. in front of Whitehall City Hall, 405 E. Colby Street.
The public is invited to attend this historic event when the stainless steel time capsule will be encapsulated into its brick home until it is opened in 2060 &amp;ndash; Whitehall&amp;rsquo;s 200th birthday and bicentennial year. Mayor Emery &amp;ldquo;Mac&amp;rdquo; Hatch, city council members, other local dignitaries and Sesquicentennial committee members will be on hand for the dedication.
The time capsule contains a variety of materials on the 2010 year-long Sesquicentennial effort. It includes many items with the Sesquicentennial logo that were available for sale throughout the year: coasters, trivets, lapel pins, coffee mug, sweatshirt, t-shirt and one of the large blue banners that adorn light poles throughout town. A Sesquicentennial listing of events, the commemorative calendar, the White Lake Beacon Sesquicentennial supplement, a press clippings binder with 63 Sesquicentennial-related articles/ads and a photo album with nearly 170 pictures of Whitehall landmarks, businesses and Sesquicentennial events are also in the time capsule.
Additionally, DVDs describing the Sesquicentennial and chronicling several of the monthly events are included. A self-contained DVD player also went into the capsule to enable future residents to view the DVDs, as this technology likely will be obsolete in 50 years. The DVDs highlight the White River Light Station, the tannery, Pitkin&amp;rsquo;s history, the history of Whitehall schools, lumbering, Whitehall and the railroads, historic post cards, the Sesquicentennial story, the Centennial parade, Cruz&amp;rsquo;in, parades and more.
Other items include local author Dan Yakes&amp;rsquo; &amp;ldquo;Looking Aft&amp;rdquo; book, along with &amp;ldquo;Land Between The Lakes &amp;ndash; Sylvan Beach&amp;rdquo; and &amp;ldquo;Logging the White&amp;rdquo; books with co-author Steven S. Demos; 2010 Whitehall High School yearbook, and a White Lake Area Chamber of Commerce information packet that provides a snapshot of life in Whitehall in 2010.
&amp;ldquo;It is our hope that these items will give those who live in our beloved city in 2060 a real glimpse of life here in 2010 and how we celebrated our Sesquicentennial,&amp;rdquo; said Tanya Cabala, chairwoman of the Whitehall Sesquicentennial Committee. &amp;ldquo;It&amp;rsquo;s essential that we preserve this history for future generations. The community owes a big &amp;lsquo;thank you&amp;rsquo; to Deb Hays, who headed up this part of the Sesquicentennial effort.&amp;rdquo;
The Sesquicentennial committee had help in preparing these materials for their half-century storage in the time capsule. Registrar Sharon McCullar and Archivist Beryl Gabel of the Lakeshore Museum Center in Muskegon offered advice on the &amp;ldquo;do&amp;rsquo;s and don&amp;rsquo;ts&amp;rdquo; of proper storage, including using only acid-free wrapping, special pens for labeling and archival boxes etc. They also wrapped each item and positioned them into the capsule.
Information on the time capsule&amp;rsquo;s location and contents have been registered with The International Time Capsule Society (ITCS). Established in 1990, the ITCS promotes the study and documentation of all types of time capsules worldwide. The group is headquartered at Oglethorpe University in Atlanta, Georgia.
The stainless steel time capsule measures 20&amp;rdquo; X 28&amp;rdquo; X 11&amp;rdquo; and was built and donated by local resident Brain Hesse and fabricated by Nate Hesse. The brick structure housing the time capsule was built by Dean Evans of Morden Construction, who donated his time for the historic project. The metal plaques adorning both the lid of the time capsule and the lid of the brick structure were donated by Whitehall Products.

Whitehall&apos;s 150th birthday -- its Sesquicentennial -- was commemorated in a variety of events and celebrations throughout 2010.&amp;nbsp; A sesquicentennial committee, headed by Councilwoman Tanya Cabala, worked throughout the year to provide events to educate and entertain residents and visitors about Whitehall&apos;s important historical past.&amp;nbsp;
This video was produced in late 2010 to capture all the excitement generated by the historic milestone and to provide a brief snapshot of Whitehall in the early 21st century.&amp;nbsp; The video recap of Whitehall&apos;s sesquicentennial celebration, available as a DVD, will be one of many sesquicentennial items to be included in a time capsule that will be placed on city hall grounds in the summer of 2011.&amp;nbsp; Stay tuned for details on its formal dedication!&amp;nbsp;
The time capsule will be opened in 2060 -- Whitehall&apos;s bicentennial -- and will provide residents with a glimpse of life and celebrations in 2010 in our fair city of Whitehall.

Facade Grant Program

In an effort to support investors looking to improve downtown Whitehall, the TIFA board has put in place a facade grant program that provides matching funds, up to $5000, for facade improvements approved through the grant process.

Commercial Rehabilitation District

The district, which mainly covers the central business area in Whitehall, will allow business owners to apply for tax exemptions on structural and aesthetic improvements that exceed 10 percent of the value of the building. The taxes, except for local school operating taxes and the state education tax, are exempt for the improvement only. The county is eligible to opt out of having its taxes being captured. 	<description>A Bit of History.....
In 1838, Charles Mears and his younger brother, Albert, explored western Michigan in search of valuable white pine timber to begin a lumbering operation.&amp;nbsp; Charles found what he was looking for&amp;nbsp;in what is today Whitehall.&amp;nbsp; The area proved to be ideal for harvesting the thousands of acres of trees.&amp;nbsp; Men flocked to the area to fell the trees and guide the logs down the White River to a sawmill, where they were cut and transported by boat across Lake Michigan to Chicago and beyond.&amp;nbsp; Soon, families of the lumbermen settled in the area.&amp;nbsp; Schools and stores dotted the landscape and a new way of life emerged.&amp;nbsp;
In 1859, Charles Mears and colleague Giles Slocum platted what was then called Mears.&amp;nbsp; That plat was formally recorded on January 10, 1860 - the official date marking the city&apos;s founding.&amp;nbsp; It was renamed Whitehall in 1862.
The town continued to grow.&amp;nbsp; The devestation of the Great Chicago fire of 1871 ironically meant more prosperity for Whitehall, as the demand for lumber to rebuild Chicago soared.
By the mid 1880&apos;s, however, most of the white pine lumber had been felled.&amp;nbsp; The lumbering heyday came to an end.&amp;nbsp; Tourism replaced lumbering as the White Lake area became a popular destination for travelers from Chicago, St. Louis and other areas.
Today, Whitehall remains a major tourist draw as visitors enjoy all the activities and amenities that lakeside living offers.&amp;nbsp; The city thrives, yet retains its inviting, small-town charm.</description>

	<description>&amp;nbsp;SESQUICENTENNIAL KICK-OFF IS A BIG SUCCESS!!
Whitehall&apos;s 2010 Sesquicentennial Celebration was launched January 11 at the historic Nufer home on Mears Avenue.&amp;nbsp; The beautifully restored 130-year-old home was graciously donated for the event by current owner Julie Ostrander.&amp;nbsp; The actual date considered for the founding of Whitehall is January 10, 1860,&amp;nbsp;when the then-Village of Mears plat was recorded.
Nearly 60 residents enjoyed the evening&apos;s festivities including hors d&apos;oeuvres by Mayberry&apos;s BBQ &amp;amp; Catering, live entertainment by local folksinger Mike Snell, a mayoral proclamation by Emery &amp;quot;Mac&amp;quot; Hatch, logo merchandise for sale and a tour of the historic home.
The kick-off is the first of many Sesquicentennial community programs scheduled throughtout the year, including historical presentations, a style show, community picnic, birthday party and fireworks, workshops, oral interviews, a photography exhibit, storytelling, a historical cruise, a time capsule, receptions and&amp;nbsp; more.&amp;nbsp; A complete schedule of events is included in the just-published Whitehall Sesquicentennial calendar available a the White Lake Beacon and area gift shops.&amp;nbsp;

Members of the Whitehall Band provide celebratory music for the the dedication of the Sesquicentennial Time Capsule that includes memorabilia from our 150th Celebration.&amp;nbsp;&amp;nbsp;&amp;nbsp;The capsule is slated to be opened in 2060.
